ACP does not support NQF 0403: 鈥淗IV/AIDS: Medical Visit.鈥 We note several flaws in the measure specification. It is not clear whether the measure would accommodate the increasingly common practice of blending face-to-face medical encounters with other modalities, such as e-mail and telephone consultations. Also, many practices provide team-based care through a variety of clinicians. The numerator definition of a medical visit does not make clear whether all relevant visits would meet the criteria of the measure. Finally, although we acknowledge the role of clinicians in encouraging patients to make and keep appointments, this factor in the quality of care is not entirely within an individual clinician鈥檚 control.
